<p><cite>HISTORY.rst</cite> can be auto generated using <a class="reference external" href="https://pypi.org/project/towncrier">towncrier</a>.</p>
<p>Just put towncrier compatible changelog fragments into <cite>readme/newsfragments</cite>
and the changelog file will be automatically generated and updated when a new fragment is added.</p>
